Smaller has a cost.
More compression eventually shows up as softness, banding, blockiness, ringing or damaged audio and motion.
Check the ugly bits.
Open the downloaded PDF and scan the first page, last page, page order and anything you changed.
Stop at the real limit.
If a form says 5 MB, aim comfortably below 5 MB and stop. There is no prize for turning a good file into a 400 KB one.
